How EU Investments in Education Are Transforming the World

Education is often heralded as the key to unlocking a brighter future. As Nelson Mandela famously said, it is “the greatest weapon we can use for change.” The European Union (EU) has taken this message to heart, becoming the leading investor in education globally. Through its Global Gateway initiative, the EU is not only advancing Sustainable Development Goal (SDG) 4 but also building pathways for prosperity by fostering inclusive and quality education systems worldwide.

The EU’s Commitment to Global Education

The EU is deeply committed to SDG 4, which focuses on ensuring inclusive and equitable quality education and promoting lifelong learning opportunities for all. Following the 2022 Transforming Education Summit, the EU ramped up efforts to get education on track by investing in critical soft infrastructure, particularly in regions where access to education is limited.

Key Investment Strategies

Through the Global Gateway strategy, the EU aims to make education more accessible and inclusive, focusing especially on girls’ education. Of the €3 billion allocated to education since 2021, a staggering 92% is targeted towards gender equality. These initiatives are designed to provide lifelong learning opportunities for all, particularly in underserved areas such as basic education.

Empowering Girls Through Education

Education for girls is a priority in the EU’s international partnerships budget. By significantly increasing investments in girls’ education, the EU aims to break cycles of poverty and empower future generations of women leaders. One of the main hurdles facing global education systems is the severe shortage of qualified teachers. The EU, along with its Member States, provides 53% of the total contributions to the Global Partnership for Education (GPE). In 2022, 9 out of 10 GPE grants included support for teacher training, which resulted in the training of 675,000 teachers globally.

The Regional Teachers’ Initiative in Africa

In Africa, the EU has launched the €100 million Regional Teachers’ Initiative, aimed at addressing teacher shortages and improving working conditions. This initiative targets professional development, qualifications, and teacher well-being, laying the groundwork for sustained improvements in learning outcomes across the continent.

Vocational Education and Higher Education

Beyond primary and secondary education, the EU is investing heavily in vocational education and training (VET), higher education, and research systems. These investments are geared towards equipping young people with the skills necessary for today’s innovation-driven economies.

Youth Mobility for Africa

In Africa, the Youth Mobility for Africa initiative under the Global Gateway umbrella supports vocational and higher education with a focus on key areas such as digital, climate, and energy. By fostering education that aligns with each country’s needs, the EU aims to create a skilled workforce ready to take up jobs and create entrepreneurial opportunities.

EU’s Global Education Leadership

The EU is a global leader in education aid, contributing over 50% of all official development assistance. Despite a global decrease in education aid, the European Commission has increased its budget allocation to education, showing its unwavering commitment to achieving SDG 4.

SDG4 Global Cooperation Mechanism

The SDG4 Global Cooperation Mechanism, supported by the EU, brings together various stakeholders to accelerate progress toward the 2030 education agenda. The EU is at the forefront of advocating for increased financing for education and ensuring that all nations remain aligned with SDG 4 targets.

Looking Ahead: Global Gateway High-Level Event

The EU is preparing to host the Global Gateway High-Level Event on Education on April 11, 2024, in Brussels. This event, co-hosted by the European Commission and the Belgian Presidency of the Council of the EU, will bring together stakeholders to further advance the global education agenda. The EU invites all partners to collaborate and achieve quality education and skills training for all.
